A welt is a narrow strip of leather or other tough material that runs around the shoe where the upper meets the sole. It is the middle piece that lets the outsole be attached, removed, and attached again. The opening covers the welt is a stitch-bearing strip, the sole stitch is the one cut, and the upper stitch stays put.
